Mount Pleasant formed as a township in 1842 and became a village in September 2003. About 28,000 people live in its 34 square miles of eastern Racine County. The village runs from the Lake Michigan bluff at Lake Park west to I-94. It wraps around the west and south sides of Racine.
Highway 20 (Washington Avenue), Highway 31 (Green Bay Road), Highway 11 (Durand Avenue) and I-94 are the main roads. Older streets sit near the Racine line. Out toward I-94 are new apartments and the business park land first set aside for Foxconn. We are based here, so a job anywhere in the village is close to home.
The Census Bureau's survey counts about 12,400 homes in the village. About 18 percent were built in the 1970s, and only about 5 percent before 1940. About a quarter date from 2000 or later. Detached single-family houses make up about 62 percent of the total.
On the older streets near the Racine line, many houses are 50 years old or more. Every winter, freeze-thaw works on worn mortar joints: water gets in, freezes and pushes them apart. Open joints let in more water, and the brick faces can start to spall. Spalling is the face of the brick flaking off.
Tuckpointing is the fix for worn joints. The old mortar is ground out to an even depth, then new mortar is packed in and tooled. Cracked or spalled bricks get cut out and replaced. We match the new mortar and brick to the house, so the repair looks like part of the wall.
Chimneys and front steps take a lot of weather. For a chimney crumbling above the roof, we can rebuild the top courses and recast the crown. Front steps sit on the ground, where frost can heave them. Brick steps that have heaved can be taken down and relaid.
Mount Pleasant is growing fast. Census permit data shows 86 new single-family homes authorized in 2025, up from 27 in 2023. The village says 2025 set its record for new homes permitted. On the business park land between Highway 11 and Highway KR, Microsoft is building a data center campus.
All that building starts with the ground. Federal soil maps show most of the village on silty soils over clay-rich glacial till. About 97 percent of the land rates moderate or high for frost action. That means the ground heaves as ice forms in it, then softens when it thaws.
Wisconsin's Uniform Dwelling Code sets how deep house footings go. In most cases, they go below the frost line or at least 48 inches down, whichever is deeper. The rule covers stoops and landings too. We lay the block on those footings, then brick veneer or stone on the walls above.
Building permits in the village go through Building Inspection at Village Hall on Campus Drive. The department reviews plans and inspects residential work, including new homes and garages. The village says a building permit is needed for every new structure. Remodeling and alteration projects need one where the code applies.
The village code asks for a permit to build or alter a structure, and repairs count too. The building inspector may waive it for minor alterations or repairs. New structures and additions also need zoning and engineering approval where they apply. For a new house, the code also asks for a foundation as-built survey.
Building or rebuilding a public sidewalk takes a permit from the village's Director of Public Works. Before a chimney rebuild or an addition, ask Building Inspection first. The permit is sorted out before work starts.
