Concrete steps sit in snow and meltwater through the winter. Water works into small cracks, freezes and pushes the concrete apart. Over time the edges crumble, and some sets settle and pull away from the door.
Replacement steps start with the old concrete broken out and a solid base under the new forms. Each riser is formed to the same height, and the treads get a slight pitch so water runs off. The concrete stoop or landing at the door is poured with the steps.
Brick is another choice at the front door. We also build brick steps and stoops to match a brick house.
Air-entrained concrete holds billions of microscopic air cells in every cubic foot, the American Cement Association says. When water inside the concrete freezes, those tiny chambers give it room to expand. The entrained air is usually 4 to 7 percent of the concrete's volume.
Racine's sidewalk code calls for air-entrained concrete with 6 percent air, plus or minus 1 percent. We order air-entrained concrete for outdoor steps and walks too.
Frost also pushes up from below. Wisconsin's Uniform Dwelling Code sets a frost rule for stoops and landings in SPS 321.16. Their footings go below the frost line and at least 48 inches below grade. How that rule applies to an older house is the building inspector's call.
Under Wisconsin Statutes section 66.0907, a city can order an unsafe or defective sidewalk repaired or replaced. If the owner does nothing for 20 days after notice, the city may do the work at the owner's cost.
The City of Racine puts sidewalk maintenance on the property owner. Its code requires a permit from the city engineer to build or rebuild a sidewalk in a public street. Those walks must be at least 4 inches thick, or 6 inches where the walk crosses a driveway.
In Kenosha, work in the public right-of-way needs a Street Opening Permit from Public Works. Other towns set their own rules.
